Identify the program and payer
Find the actual electricity and gas providers on your bills. List each proposed utility rebate, state program, local incentive, and federal tax item separately. Ask who issues each benefit and whether it is an upfront discount, later payment, or tax treatment.
For Xcel, the publicly visible EFI water-heater page describes qualifying equipment, registered-contractor installation, and contractor submission. The page does not establish a dated 2026 approval for your project. Xcel program administrator water-heater page.
Ask the administrator for the current program-year document and written confirmation for your account and proposed work. A self-install rule shown for a different heater category must not be assumed to apply to a heat-pump water heater.
Confirm the project details
Request the exact qualifying model or listing, replacement conditions, installer requirements, purchase and installation dates, application deadline, required documentation, and any preapproval or funding condition. Ask whether planned tenant use, ownership, or another incentive affects the application.
Have the provider explain how eligibility is checked and identify who submits the application. Save the dated rules, eligibility response, invoice, model and serial record, and submission receipt.
Keep tax claims separate
The IRS's current Energy Efficient Home Improvement Credit page states the credit covers improvements through December 31, 2025. Do not carry an older multiyear credit claim into a new 2026 quote. IRS current credit guidance.
A qualified tax professional should assess the actual tax item and installation timing. A contractor's price illustration is not your tax determination.
Compare the cost if payment fails
Request the full installed price before incentives, each proposed benefit separately, and the amount you must pay if an application is denied or delayed. If a quote promises a discount, have it state who bears that risk and under what conditions.
Your next step is to send the model, account type, address, installer, and planned dates to the owning administrator. Treat the rebate as confirmed only when the applicable rules and your project's eligibility have a documented answer.
